Yes that is correct, but it does not make sense. The default behaviour of the plug-in is that it already denies ALL multiple log-ins (except for Super Users). So if you install it from scratch and then enable it, you already have the same behaviour (i.e. all multiple log-ins are denied).
The filters are arranged in a way that - for example - you can allow multiple log-ins to all IPs starting with 123.45 (so 123.45.*.*) but deny multiple log-ins for a part of this IP range, for example IP 123.45.67.*
Please note that the expressions "allow" and "deny" refer to allowing or denying
multiple log-ins (and NOT to allowing or denying access).

The "same work station" is "same hardware device with the same browser".
Most users always use the same browser and it is only an issue in relation to Strict Mode 'yes' or 'no'.
